Objectives of the programme and priority issues

The global objective of this Call for Proposals is to improve the access and quality of non formal education/VTE for Palestine refugees in Lebanon, hence contributing to better education, employability and employment prospects.

The specific objectives of this Call for Proposals are:

Lot 1: Learning support for Palestine refugees in Lebanon.

To contribute to drop-out prevention of Palestine refugee students in Lebanon living inside and outside of the Palestinian camps.

To strengthen the education of Palestine refugees in Lebanon with special learning needs living inside and outside of the Palestinian camps.

Lot 2: Coordination, empowerment and social accountability of the provision of education for Palestine refugees in Lebanon.

To strengthen awareness raising, empowerment, transparency and coordination of the provision of formal and non formal education for Palestine refugee in Lebanon.

Types of action

Actions that may be financed under this call include (but are not limited to):

Lot 1 – Learning support for Palestine refugees in Lebanon:

–       Term-time learning support.

–       Summer learning programmes, such as gap camps, preparation to Grade 1 programmes (in particular for those students who did not have the chance to attend kindergarten),  language programmes.

–       Support to preschool programmes (Kindergarten), including support to the implementation of the unified kindergarten curriculum developed by Université Saint Joseph in coordination with UNRWA.

–       Support to education for Palestine refugee children with special learning needs (e.g. students with light mental disorders, visual or hearing impairments).

–       Initiatives aimed at integrating parents in the implementation of learning support activities.

Lot 2: Coordination, empowerment and social accountability of the provision of education for Palestine refugees in Lebanon.  

–       Support to the consolidation of a participatory UNRWA-civil society-beneficiaries communication, coordination and social accountability mechanism for the implementation of formal and non formal education, including the reinforcement and integration of UNRWA’s Learning Support Advisory Committee.

–       Awareness raising, empowerment and integration of Palestine refugees’ parents in relation to the implementation of provision of education for their children.

Budget

Indicative allocation of funds by lot:

Lot 1: Learning support for Palestine refugees in Lebanon: 1,400,000 EUR.

Lot 2: Coordination, empowerment and social accountability of the provision of education for Palestine refugees in Lebanon: 500,000 EUR

Size of grants

Any grant requested under this Call for Proposals must fall between the following minimum and maximum amounts:

•             minimum amount: EUR 250,000

•             maximum amount: EUR 500,000

Any grant requested under this Call for Proposals must fall between the following minimum and maximum percentages of total eligible costs of the action:

•             Minimum percentage: 50% of the total estimated eligible costs of the action.

•             Maximum percentage in case of applications including a non-Lebanese applicant or co-applicant: 80% of the total eligible costs of the action

•             Maximum percentage in case of applications not including a non-Lebanese applicant or co-applicant: 90% of the total eligible costs of the action

For applicants applying for grants of up to 250,000 EUR a minimum of 1 co-applicant is required.           
For applicants applying for grants of more than 250,000 EUR a minimum of 2 co-applicants is required.

Duration

The initial duration of an action may not be lower than 18 months nor exceed 36 months.

Eligibility of applicants

In order to be eligible for a grant, applicants must:

  • be legal persons and
  • be non profit making and

be non-State Actors as defined by the article 14 (h) of Regulation (EC) No 1638/2006 of the European Parliament and of The Council of 24 October 2006 laying down general provisions establishing a European Neighbourhood and Partnership Instrument. This includes:

  • non-governmental organisations;
  • organisations representing national and/or ethnic minorities;
  • local citizens’ groups and traders’ associations;
  • cooperatives, trade unions, organisations representing economic and social interests;
  •  local organisations (including networks) involved in decentralised regional cooperation and integration;
  •  consumer organisations, women’s and youth organisations, teaching, cultural research and scientific organisations;
  •   universities;
  • churches and religious associations and communities;
  • the media;
  •  cross-border associations, non-governmental associations and independent foundations and
  • be established  in a Member State of the European Union or in a country that it is beneficiary of the ENPI Regulation- Regulation (EC) No 1638/2006 of 24 October 2006-, a country that is a beneficiary of an Instrument for Pre-Accession Assistance set up by Council Regulation (EC) No 1085/2006 of 17 July 2006 establishing an Instrument for Pre-Accession Assistance (IPA) or a member State of the European Economic Area and
  • be directly responsible for the preparation and management of the action with their co-applicant(s) and affiliated entity(ies), not acting as an intermediary.
  • Non-Lebanese applicants must be in partnership with a Palestinian or Lebanese organisation.
