 The global objective

The overall priority is to provide adequate living conditions and integration of forced migrants who choose to stay in Serbia while supporting the sustainable return of those wishing to return to Kosovo.

The specific objectives

1. To support the closure of all remaining CCs and improvement of the living conditions of an additional 450 refugees, IDPs and returnees under the Readmission Agreement.

The achievement of this objective will contribute to one of the three major priorities identified for EU support during this period in the MIPD 2011-2013. Project activities associated with the fulfilment of this objective directly address the living conditions and social inclusion of vulnerable groups including refugees, IDPs and returnees under the Readmission Agreements. Closure of CCs will be finalised.

2. To support sustainable return of IDPs to Kosovo.

The achievement of this objective will contribute to enabling a sustainable return to persons who are considering a return to their home of origin which is guaranteed by numerous human right instruments.

Financial allocation

The overall indicative amount made available under this Call for Proposals is EUR 14,200,000.

LOT 1 –- Closure of CCs – EUR 10.6 million

Size of grants

Any grant requested under this Call for Proposals must fall between the following minimum and maximum amounts:

  • minimum amount: EUR 2 million;
  • maximum amount: EUR  3 million;

Any grant requested under this Call for Proposals must fall between the following minimum and maximum percentages of total eligible costs of the action:

  • Minimum percentage: 65 % of the total eligible costs of the action;
  • Maximum percentage: 95 % of the total eligible costs of the action.

LOT 2 –Support to return – EUR 2.4 million 

Size of grants

Any grant requested under this Call for Proposals must fall between the following minimum and maximum amounts:

  • minimum amount: EUR 1 million;
  • maximum amount: EUR  2 million;

Any grant requested under this Call for Proposals must fall between the following minimum and maximum percentages of total eligible costs of the action:

  • Minimum percentage: 65 % of the total eligible costs of the action;
  • Maximum percentage: 95 % of the total eligible costs of the action.

LOT 3 – Support to the LAPs – EUR 1.2 million

Size of grants

Any grant requested under this Call for Proposals must fall between the following minimum and maximum amounts:

  • minimum amount: EUR 50,000;
  • maximum amount: EUR  100,000;

Any grant requested under this Call for Proposals must fall between the following minimum and maximum percentages of total eligible costs of the action:

  • Minimum percentage: 50 % of the total eligible costs of the action;
  • Maximum percentage: 90 % of the total eligible costs of the action.

 

Eligible actions:

LOT 1 – CLOSURE OF CC

Duration

The planned duration of an action may not be lower than 12 months nor exceed 24 months. 

Location

Actions must take place in Serbia targeting the collective centres in the municipalities of:

Pancevo, Sabac, Smederevo, Kragujevac, Raca, Jagodina, Kladovo, Zajecar, Gadzin Han, Bela Palanka, Bujanovac, Vranje, Beograd.

Type of action

Housing solutions for approximately 2,000 beneficiaries of 14 CCs are provided based on the needs assessments for the CC inhabitants.

Types of activities

  • Establish criteria for the selection of beneficiaries, post formal announcements, form a commission for the selection of beneficiaries – the vulnerable refugees and IDPs accommodated in CCs.
  • Procure and deliver materials intended for the establishment of prefabricated houses;
  • Construction of housing units providing housing within a socially supported environment and/or purchase under the terms of the Law on Refugees.
  • Conduct monitoring.

LOT 2 – SUPPORT TO RETURN

Location

Actions must take place in Serbia.

Duration

The planned duration of an action may not be lower than 12 months nor exceed 24 months. 

Type of action

  • Return of 200 IDP families to Kosovo supported, upon their wish: projects for sustainable Return Encouragement and Facilitation aiming at planning and implementing an outreach campaign, as well as supporting returnees’ relocation, administrative issues and delivering of assistance kits to returnees. 

Types of activities

  1. Plan and implement outreach campaign;
  2. Develop return-related selection criteria and identify IDP returnees ;
  3. Prepare informative visits to relevant areas in Kosovo;
  4. Conduct returnee community needs assessment;
  5. Provide assistance pertaining to relocation administrative issues;
  6. Deliver assistance kits to IDP returnees;
  7. Design and deliver training programmes;
  8. Provide support for starting up a small business or agriculture-oriented income generation based on returnee community assessment needs;
  9. Assist in providing transportation to return spots.

 

LOT 3 – SUPPORT TO LAPS

Duration

The planned duration of an action may not be lower than 12 months nor exceed 24 months. 

Location

Actions must take place in Serbia.

Type of action

Creation of the conditions for the integration of refugees, the improvement of the living conditions of IDPs while they are in displacement, and the reintegration of returnees on the basis of the readmission agreements.

  • actions aiming to resolve housing solutions of targeted population;
  • actions aiming to improve income and standard of targeted population;
  • actions aiming to facilitate the reintegration of returnees under Readmission Agreements

Types of activity

Activities should target the:

  1.   Provision of building material packages to final beneficiaries; provision and installation of prefabricated houses;
  2.    Agricultural inputs, business start-ups;
  3.   Social inclusion activities for returnees under readmission agreements, i.e. education, training.
