Strengthening the role of civil society in promoting human rights and democratic reform in Lebanon
This instrument aims to contribute to the development and consolidation of democracy and the rule of law and respect for all human rights and fundamental freedoms. It is designed to help civil society to become an effective force for political reform and defence of human rights. The projects to be selected should address issues in line with at least one of the following priorities:- Support to strengthen the legal and social protection of vulnerable groups notably migrants, LGBTs, victims of conflict, and/or other marginalised or underrepresented groups by proposing legislation to advance their rights, providing social and legal assistance as well as support to improve the documentation of human rights violations of these groups, the process of accountability of abuses and/or the development of strategic case law. – Support to reinforce the right for fair trials for all citizens, including due process and procedural fairness, principles of natural justice, access to justice equity, judicial independence and impartiality. – Support to improve a favourable environment for civil society organisations working for the promotion of human rights, in particular by fostering human rights education, supporting human rights defenders and organisations and safeguarding freedom of association. – Support to encourage the Lebanese authorities to fully fulfil their commitments in the field of human rights in the context of the European Neighbourhood Policy and the UN instruments, (such as under the International Covenant on Civil and Political Rights , the International Convention against Torture and Other Cruel, Inhuman or Degrading Treatment or Punishment, the International Convention on the Elimination of All Forms of Racial Discrimination, the International Convention for the Protection of All Persons from Enforced Disappearance…), as well as support to encourage adoption of pending international instruments protecting and promoting human rights ( such as International Conventions concerning refugees and refugee protection, the International Convention on the Protection of the Rights of All Migrant Workers and Members of their Families…). The grants awarded under this call must fall between the minimum amount of €50,000 and maximum amount of €250,000. Partnership is mandatory and there has to be at least one organisation of Lebanese nationality (applicant or partner). The deadline for submission of concept notes is Monday 3 June 2013 at 4 p.m. (16h00).
