Call for proposal European Instrument for Democracy & Human Rights 2013 (EIDHR) – Country Based Support Scheme (CBSS) for Montenegro

The global objective of this Call for Proposals is:
Strengthening the role of civil society in promoting human rights and democratic reform, in supporting the peaceful conciliation of group interests and in consolidating political participation and representation.

For the purpose of this Call for Proposals three specific objectives have been identified:
1. The pursuit of common agendas for human rights and democratic reform
2. Building towards consensus on disputed or controversial areas of policy
3. Enhancing political representation and participation

Types of action which may be financed under this call:
•    political representation of underrepresented groups support to prevention and monitoring of political discrimination
•    support to prevention of torture and other forms of ill treatment (prisons, closed institutions) and monitoring of CPT recommendations implementation
•    support to the implementation of alternative measures to detention, and the reintegration of former detainees in the society
•    support for asylum seekers and victims of trafficking
•    support to women and children affected by poverty
•    free legal aid to vulnerable groups
•    combating violence and discrimination against women, children, LGBT, minorities, etc
•    support to access to social, economic and cultural rights of vulnerable groups (elderly, people with disabilities, IDPs, HIV patients, etc)
•    support to rehabilitation of former drug addicts and their reintegration in the society
•    monitoring the prosecution in human rights abuse cases and cooperation between the police and prosecution
•    monitoring and supporting the work of the state social care centres
•    support to media freedom and media accountability.

Budget:

Any grant requested under this Call for Proposals must fall between the following minimum and maximum amounts:

  • minimum amount: € 50,000
  •  maximum amount: € 150,000

Any grant requested under this Call for Proposals must fall between the following maximum percentages of
total eligible costs of the action:
· Minimum percentage: 50% of the total estimated eligible costs of the action
· Maximum percentage: 95 % of the total eligible costs of the action

Who can apply:

In order to be eligible for a grant, the applicant must:

  •  be legal persons and
  •  be non-profit-making and
  •  be specific types of organisations such as: non-governmental organisations, public sector operators,
  • local authorities, international (inter-governmental) organisations as defined by Article 43 of the Implementing Rules to the EC Financial Regulation
  • be established in5 a Member State of the European Union and an eligible country as defined by Article 14 of Council Regulation (EC) No 1889/20066

The deadline for submission of proposals is 22nd July 2013 (in case of hand deliveries, the deadline for receipts is at 16:00 local time on the same day).
